You must complete the fingerprint cards before you complete your ATF Form 4 (Application for Tax Paid Transfer and Registration of Firearm). Form 4 ultimately allows the transfer of the silencer to you and is filed electronically (eForm), with approval times typically within one to three business days. The form requires your personal information, the silencer's serial number, and a passport-sized photo if applying as an individual.
Upon approval of your Form 4, you'll be sent Form 4473 to complete and sign. Form 4473 (Firearms Transaction Record). This is completely normal and required by the ATF. When you pick up your suppressor, you won't need to go through the standard background check, as this process is handled differently for NFA items.
Finally, a copy of your ATF Form 4 will be sent to your local Chief Law Enforcement Officer (CLEO). The CLEO doesn’t need to approve or sign it—this is simply a notification required by law. A mandatory 7-day waiting period begins once your CLEO acknowledges receipt of your ATF Form 4.
The ATF will send you a copy of your approved Form 4 and tax stamp as proof of legal ownership. Keep a copy of your tax stamp and Form 4 easily accessible when using your suppressor, as law enforcement may ask to see it.
